Advancing Private Sector Engagement in Disaster Preparedness & Response in Indonesia

CHALLENGE

Indonesia remains one of the world’s most natural disaster-prone countries, with the Government of Indonesia spending an estimated $300 to $500 million USD on post-disaster reconstruction every year. Many businesses are just one disaster away from closure.

OPPORTUNITY

The Government of Indonesia and international disaster management agencies increasingly recognize the importance of the private sector in disaster preparedness, humanitiarian response and recovery.

Better data and understanding of earthquake risk helps businesses prepare in a cost-effective way and also more effectively contribute to a humanitarian response. Additionally, disaster risk management information sharing across public and private actors improves access to knowledge and promotes coordination.

USAID ADVANCE INDONESIA PROGRAM GOAL

The program goal is to increase private sector disaster preparedness and involvement in disaster risk management for a reduction in lives lost, people injured and social and economic disruption from an earthquake in Jakarta, Indonesia.

KEY PARTNERS

USAID’s Bureau for Humanitarian Assistance (BHA) provides life-saving humanitarian assistance to the world’s most vulnerable and hardest-to-reach people. BHA takes a holistic look at humanitarian aid,

providing assistance before, during and after a crisis—from readiness and response, to relief and recovery. This program supports the mandate of the National Disaster Management Authority (Badan Nasional Penanggulangan Bencana, or BNPB) as well as the Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah, or BPBD) of the Jakarta Capital Special Region (Daerah Khusus Ibukota Jakarta, or DKI Jakarta).

This program is implemented by Miyamoto International (“Miyamoto”), a global structural engineering and disaster-risk management firm providing resiliency expertise that sustains industries and safeguards communities around the world. Miyamoto’s mission is to make the world a better, safer place and has worked in Indonesia at the request of partners since 2007 (West Sumatra earthquake response).

CORE OBJECTIVES

  • Advance Disaster Risk Governance: Public and Private Engagement
  • Improve Disaster Planning and Preparedness: Data for Planning and Preparedness
  • Develop Local Capacity: Forums for Knowledge Sharing and Practical Tools

While information will be shared across public and private groups, key beneficiaries will be smaller to medium sized enterprises in Jakarta, Indonesia. Participating businesses will receive business resilience planning support, which includes knowledge exchanges, structural and non-structural mitigation recommendations and participation in scenario exercises. Participating businesses are also anticipated to see themselves as disaster risk reduction and preparedness champions in their community, supporting information sharing with public actors.

IMPACT

The USAID ADVANCE Indonesia Program is anticipated to improve public and private disaster risk reduction in Jakarta through the following outcomes:

  • Strengthened ability of private sector to prepare for, respond to and recover from earthquake disasters
  • Increased participation of businesses in disaster management
  • Improved availability of earthquake and structural data for decision making
  • Practical tools and frameworks shared across public and private actors to support earthquake disaster preparedness, information exchange and learning
